Franklin Wendell Hall was born on January 21, 1966, to the late Willie Frank Hall and Allean Sykes Hall in Cleveland, Ohio. He was the second child of three of that union. Being the only boy, he was always very special to the family. He was favored by God with strong intellect, good organizational skills, leadership abilities and love for others.

After graduation, he attended University of Alabama at Birmingham where he proudly became a (lifetime) member of Omega Psi Phi and received his officers' commission for the US Army Reserves.

After graduating UAB, Franklin pursued law and earned his Juris Doctorate (J.D.) from Southern University Law Center. While building a law firm together with his partners Sibley, Hall and Stamps, he served his community in various ways such as a term as Minority Business Council
President. In addition to his service stateside, Franklin was deployed in the war in Afghanistan, Operation Enduring Freedom and other special operations. He ascended to the rank of Lieutenant Colonel and gladly served his country.

He leaves to mourn but cherish his memories a son, Seth Franklin Hall (Shreveport, Louisiana), his mother Ms. Allean S. Hall (Round Rock, TX) and two sisters Ms. Darlene S. Hall and Ms. Kimberli Hall Bell (both of Austin, TX). He had four nephews Niaco R. Aviles, Uriah Q. Hall, Joshua M. Bell and Kaleb R.
