Funeral service for Mrs. Barbara Elaine Joseph, 77 of Killeen, TX will be held Wednesday, November 17, 2021, 11:00 a.m. at Christian House of Prayer in Copperas Cove, TX. Burial with military honors will follow the service at the Central Texas State Veterans Cemetery in Killeen, TX.
Viewing will be held two hours prior to the service (9:00 a.m. - 11:00 a.m.) at the church.
Mrs. Joseph passed away November 6, 2021 in Killeen, TX.
Barbara Elaine Joseph was the oldest of three children born to Ms. Catherine Lee Rankin and Mr. Frank Lipscomb on January 9,1944 in Raleigh, North Carolina. Her siblings are Mr. William Edger and Ms. Betty Stanbeck, both of Raleigh, North Carolina.
Sister Joseph attended Ligon High School in Raleigh, North Carolina graduating in 1963.
She has three children, Michelle Carter, Wilbur F. Carter III, and Leatta Spruill, all of whom are military veterans.
She worked at various jobs from the telephone company to Sears Roebuck before she joined the United States Army in 1976, serving 8 years in the United States and in Heidelberg, Germany where she met her current husband, Donald Joseph, a U. S. Army Command Sergeant Major (Ret).
After serving in the U.S. Army, she pursued and obtained her Bachelor of Science degree from American Technological University in 1988. She
became a social worker at the Texas Department of Family and Protective Services, specifically Child Protective Services and Foster Care, where
she began, in earnest, her life's work and passion caring for children in need. She retired in 2004, but never stopped her advocacy for those in
need, particularly children.
During that same time, she became a dedicated member of Christian House of Prayer at Copperas Cove and Killeen, Texas where she was
active in several ministries to include Pen Touch, Banners and Super Saints, and a graduate of Sonship School of the Firstborn Class of 2009.
She leaves to cherish her loving memory: her husband Donald Joseph; daughters, Michelle Carter and Leatta Spruill; son, Wilbur F. Carter,
III; grandchildren, Adara D. Spruill, William Carter, Jordan Carter, and Christian Cooper; great grandchildren, Karmen Ricks, Jacob Whitaker,
Ladison Cooper and Adonis Phillips as well as a host of other relatives and friends.
